Submer will sign a contract to develop 1 GW of net-zero digital infrastructure at the MP Tech Growth Conclave

Global companies Google, Submer, Sarvam, Bhashini, and Gnani.ai have signed agreements with the Government of Madhya Pradesh. Under this strategic partnership, the Government of Madhya Pradesh (GoMP) and global tech firm Submer Technologies have signed a timely and crucial Memorandum of Understanding (MoU) to place MP on the global map of digital and eco-friendly revolution, under which a 1 Gigawatt (1,000 MW) capacity ‘AI-ready’ net-zero digital infrastructure will be developed in Madhya Pradesh.

Meanwhile, leaders from Google Cloud recently committed to the Chief Minister of Madhya Pradesh, Dr. Mohan Yadav, to develop smart crowd management, traffic operations, public safety, and emergency response systems for millions of devotees under an AI-based roadmap for the Simhastha Mahakumbh 2028. Along with this, they will launch a “Sahayak” (Helper) AI app, a multi lingual, voice-enabled assistant for pilgrims that will provide navigation, live updates, and emergency assistance.

Madhya Pradesh Chief Minister Dr. Mohan Yadav stated that continuous efforts are being made for technical development in the state. Chief Minister Dr. Mohan Yadav said, “We are building an entire AI ecosystem in the state, and the State AI Mission will be launched soon.” Madhya Pradesh is well on its way to becoming the country’s first ‘Green AI Capital’,

In this regard, the Department of Science and Technology, Government of Madhya Pradesh, is organizing the MP Tech Growth Conclave 3.0 in Bhopal on July 13, 2026.

The conclave will see participation from leading Indian and international companies, industry bodies, operators of Global Capability Centers (GCCs), data center developers, representatives from the semiconductor industry, investors, and policy experts.
On this occasion, Patrick Berghaeger, Vice President of Submer Technologies, along with India Head Anupam Shrivastava, may meet Chief Minister Dr. Mohan Yadav to sign the contract with the Government of Madhya Pradesh.

Last year, when Madhya Pradesh Chief Minister Dr. Mohan Yadav visited Barcelona, an MoU was signed between the Government of Madhya Pradesh (GoMP) and global tech firm Submer Technologies to develop a 1 Gigawatt (1,000 MW) capacity ‘AI-ready’ net-zero digital infrastructure in the state, aiming to put the region on the global map of the digital and eco-friendly revolution.

Following this, a Letter of Intent (LOI) was signed during the ‘India AI Impact Summit 2026’ held in Delhi. Taking this sequence forward, several high-level meetings recently took place between the Madhya Pradesh government and the Submer leadership team, attended by the Chief Secretary of Madhya Pradesh, Shri Anurag Jain, the Chief Minister’s Office (CMO), and senior officials of MPSEDC. As a follow-up step, an MoU has also been signed with ‘MPOnline’. Submer’s India Head, Anupam Shrivastava, also inspected land in Bhopal recently.

The main objective of this project is to build climate-conscious and high-performance data center infrastructure.

Challenges of the AI Revolution and Submer’s Cutting-Edge Technology:

Due to the increasing use of AI, data centers generate massive amounts of heat, which proves to be highly inefficient and expensive to manage through traditional air cooling methods. To tackle this challenge, Submer Technologies will utilize its state-of-the-art immersion and direct-to-chip liquid cooling technology.

The key benefits of this technology include:
Massive Energy Savings: This technology reduces power consumption by up to 45% compared to traditional methods.

Water Conservation: The process requires zero water consumption, which will conserve Madhya Pradesh’s precious natural water resources.

Importance of WUE and PUE: For a state like Madhya Pradesh, where the proper utilization of resources is highly sensitive, achieving a minimal WUE (Water Usage Effectiveness) and an excellent PUE (Power Usage Effectiveness) through this technology is extremely important for both environmental and energy security.

Power Requirement and Hybrid Solutions: SMRs and CBS-based Gas Plants
A 1 GW capacity data center requires uninterrupted , continuous (24/7/365) power supply. Since renewable energy sources like solar and wind are not available at all times and coal goes against net-zero targets, the government may also rely on Small Modular Reactors (SMRs) to meet this continuous power demand. Along with this, to further strengthen energy security and instantly balance immediate power demands (peak load), CBS-based gas plants will be used alongside SMRs. This hybrid model will provide unmatched stability to the grid.
