Madhya Pradesh Chief Minister Dr. Mohan Yadav, during the special session of the State Assembly on April 27, 2026, launched a strong attack on the Congress. He emphasized that Congress has always maintained a negative attitude towards women empowerment and has disrespected women. He stated that even a woman Prime Minister from Congress had “killed the rights of women.” According to him, Congress betrayed the aspirations of women.

CM Dr. Yadav said that after coming to power, the BJP not only ensured women their rights but also honored them by appointing them to key positions. During his address, the government resolution for 33% reservation for women was passed by voice vote in the Assembly.


“Who Is Responsible for This Injustice?”

Addressing the House, CM Yadav said that “we belong to a glorious culture.” He remarked that the Leader of the Opposition had spoken well about “Bua,” but Congress must apologize. He questioned who was responsible for the injustice done to women. He thanked Congress leader Priyanka Gandhi for recalling her great-grandfather but asked what Congress was doing during its long tenure—“Were they asleep?”

He added, “As a brother of half the population, I stand here today. We have connected governance with the spirit of motherhood and our land. I want to tell Congress—‘Don’t divert the issue; tell us why the caravan was looted.’

He alleged that through the 42nd Constitutional Amendment, Congress ensured that the number of Lok Sabha seats would not increase, thereby harming women’s representation. “By blocking reservation for half the population, Congress strangled their rights,” he said, calling it a “sin.”


“Congress Changes Colors Like a Chameleon”

CM Yadav stated that Prime Minister Narendra Modi had said that the credit for constitutional amendments is not important. He accused Congress of opposing women’s reservation both in power and in opposition, saying, “Congress leaders change colors like a chameleon—even a chameleon would feel ashamed.”

He said the Nari Shakti Vandan Act could not have been passed without delimitation-related amendments. Referring to past constitutional changes, he alleged that during the Emergency era, Congress leadership rejected women’s reservation.

He added that if earlier amendments had not restricted seat expansion, Lok Sabha seats could have increased from 543 to 850, and 243 seats could have been reserved for women. In Madhya Pradesh, he claimed, Assembly seats reserved for women could have reached 130.


“Women Will Respond to Congress”

The Chief Minister urged Congress to “wake up” and stop injustice against women. He said women across the state are watching and will respond politically. “Those who stole women’s rights will not be forgiven by Baba Mahakal,” he said.

He also accused Congress of historically blocking delimitation and harming representation. “A woman Prime Minister herself deprived women of their rights,” he added, demanding an apology.


Opposition is Anti-OBC: CM

CM Yadav said that although BJP is not in power in some southern states, financial support continues under PM Modi. He accused those governments of appeasement politics and said they would not welcome women’s empowerment because it would weaken dynastic politics.

He also alleged that Congress stopped caste census in 1953 and toppled OBC leader Chaudhary Charan Singh’s government. He cited examples of OBC leadership in BJP, including Uma Bharti, Babulal Gaur, and Shivraj Singh Chouhan, who served as Chief Ministers in Madhya Pradesh.


“Congress Delayed Women’s Reservation Bill”

The Chief Minister said that the BJP demonstrated women empowerment by appointing Rekha Gupta as Chief Minister in Delhi. He accused Congress of wanting reservation on religious lines and called it unfortunate.

He stated that Congress kept the Women’s Reservation Bill pending for decades after it was first introduced in 1996, calling it a “lollipop.” In contrast, he credited PM Modi for introducing the Nari Shakti Vandan Act in 2023 with strong resolve.


“PM Modi Expanded Women’s Participation”

Referring to the Shah Bano case, CM Yadav said Congress sacrificed justice for appeasement politics. He asserted that women do not forget their humiliation and will hold Congress accountable.

He credited PM Modi with transforming “women welfare into women-led development.” He highlighted increased participation of women from Panchayats to Parliament, mentioning leaders like President Droupadi Murmu and Finance Minister Nirmala Sitharaman.

He also cited schemes such as Ujjwala Yojana, Matru Vandana, Sukanya Samriddhi, Beti Bachao Beti Padhao, and Jan Dhan Yojana as milestones in women empowerment.


“Madhya Pradesh Means Women Empowerment”

CM Yadav said, “MP stands for ‘Mahila Sashaktikaran Pradesh’.” He invoked the legacy of Ahilyabai Holkar, Rani Durgavati, and Rani Avantibai.

He highlighted that:

  • 50% reservation has been given to women in local bodies
  • Women are serving as MPs, MLAs, and ministers
  • 17 districts have women Collectors
  • Women officers are serving at IG and DIG levels

He noted that the state has also had a woman Chief Secretary and that government policies over the past two decades have improved women’s lives significantly.


“MP Has Become a Model of Women Empowerment”

He stated that the Ladli Laxmi Yojana has benefited over 5.3 million girls, and school dropout rates have dropped significantly. Girls are excelling in board exams and competitive fields.

The government has provided 35% reservation in government jobs for women, and over 4,454 women have been recruited.

He added:

  • Over 5 lakh self-help groups with 65 lakh women members
  • Women working as Drone Didis and Bank Sakhis
  • 1.25 crore Ladli Behna beneficiaries receiving ₹1,500 monthly
  • Women leading 48% of startups
  • Over 10 lakh women engaged in MSME sector
  • 50,000+ women employed in the power sector
  • 22,500 police recruitments planned

“No Compromise on Women’s Safety”

CM Yadav emphasized that women’s safety is non-negotiable. He said:

  • 57 One Stop Centers are operational; 8 more approved
  • Increasing number of women police personnel
  • Madhya Pradesh is the only state with a death penalty provision for rape of minors

He added that ₹1 lakh crore has been allocated in the budget for women empowerment.

Concluding, he said, “The arrogance shown by the opposition on women’s reservation would put even Ravana to shame. When women enter Parliament and Assemblies in larger numbers, the nation’s dignity will rise. The dignity of women is the pride of the nation.”
